Peer-Review
All manuscripts submitted to the journal are mandatorily registered no later than 3 working days after receipt, which allows you to observe the order of their consideration. Upon receipt of the manuscript, the person responsible for the release of the journal assesses its general compliance with the profile of the publication and the rules of design. Manuscripts that satisfy the profile of the publication are sent to reviewers.
The journal accepts one-way blind reviewing: reviewers receive a manuscript indicating the name of the author; the names of reviewers remain unknown to the authors, except in cases where the reviewer directly expresses a desire to disclose his anonymity. All manuscripts are evaluated by two independent reviewers. An exception can be made for articles devoted to anniversaries and significant events: they can be evaluated by the editor-in-chief or his deputy.
Reviewing is carried out by specialists in hydraulic engineering construction, hydraulics, engineering hydrology, land reclamation and restoration, forestry, if possible in an area close to the subject of the reviewed article. The review period is one month. The review should reflect: the compliance of the article with the subject of the publication, the relevance and novelty of the study, scientific and practical significance, the author's compliance with the rules of the publication, other comments and wishes of the reviewer. The reviewer should recommend to the editors one of the following options: (a) accept the manuscript in the submitted form without comments, (b) recommend the author to make minor corrections, (c) recommend the author to make significant corrections, (d) reject.
Reviews together with the manuscript go to the person responsible for the release of the journal. If the reviews are positive and contain only minor (technical) comments, the manuscript undergoes technical editing and is placed in the package of articles of the issue being formed. If the author's revision of the manuscript is necessary, it, together with the review (without specifying the name of the reviewer), is sent to the author to correct the shortcomings and make the necessary additions. Authors should make corrections or, if necessary, revise the article in accordance with the comments of reviewers or provide reasonable objections. The corrected version of the article, together with the response to the reviewer's comments, should be returned to the editorial office within the period specified by the person responsible for the publication of the journal, or no later than 2 months after receiving the review. In case of non-return of the manuscript to the editorial office within the specified period or, if necessary, more than two improvements, the original date of its registration is canceled and the date of receipt is the day of receipt by the editorial board of the final version of the article. The corrected version is re-submitted to the reviewer, who gives an opinion on the correctness and sufficiency of the changes made and the possibility of publishing the manuscript.
All materials related to the review of manuscripts are stored for 5 years.
If there are two negative reviews, the manuscript is rejected and sent to the author along with a reasoned refusal to publish. In the case of one negative and one positive review, the decision to publish is made at a meeting of the editorial board, if necessary, with the involvement of external research specialists. If necessary, the manuscript can be sent for additional review. The responsible for the release of the journal resolves all controversial issues arising between the authors and reviewers of articles. The editor reserves the right to make reductions and editorial changes to the manuscript.
Works devoted to particularly topical issues, as well as containing fundamentally new information, can be published out of turn by the decision of the editorial board.
If the submitted manuscript does not correspond to the profile of the publication, has a low quality of content and / or is not designed according to the rules, the person responsible for the issue sends the author a reasoned refusal to consider it further.
